With the custom scenario creator, you can create your own conditions and abilities. 

To create your own Rebel Inc game, you start by choosing a theme or a template. There are four themes: Civilian, Military, Insurgent, and Zone. You can then start defining the game mechanics grouped into another four options: Base, Military, Insurgent, and Zone. After that, you only need to assign and deploy troops as you see fit. Once you get used to the scenario creation, you can tweak more details.

Familiarity with the base game is a prerequisite to effectively using this app. Despite the smooth flow of creating scenarios, there’s still a learning curve new users will have to get used to.
